It mounts on the frame and not the wheel so when you turn the wheel the tire spray will not be blocked by the fender

The upper attachment point to the downtube has two issues first the rubber laddershape band extends out towards the front wheel and easily hits the tire causing rubbing twisting of the fender and noise totally unusable and must be replaced e
