From the pic i thought it was just a decal on the balloon theyre actually confetti that free floats inside the balloon so when inflated they just sit there in a pile at the bottom they dont spread out all nice and decorative across the balloon

Only complaint is the balloons kept randomly popping throughout party not sure if the people at publix put too much helium or if it was quality of balloons
