Step 8 of the instructions should include some words regarding how and why that is necessary but the photo alone shows that happening

The clamps are likely left loose from the factory to ensure they are not set too tight under either high or low temperature conditions which the manufacturer has no control over

The accessory shelf is very unstable i could not get really anything to sit on it without it tipping one way or the other and ultimately dumping its contents

For outdoor use it is particularly important to tighten and manage the tube clamps if you are trying to vary the leg length in order to accomodate for the fact that your lawn is not a 0 percent grade
