First thing to note is that this is really as the absolute maximum size for a carry on and depending on which airline you fly with and also which aircraft you are likely to have to get this checked as a valet piece of luggage

This means that it still counts as a carry on therefore you do not get charged for it however you will not be able to take it onboard the aircraft with you

You will be asked to leave it on the boarding gate before you enter the aircraft and pick up back up immediately after you land

However if you are travelling international even though it is valet you will not be able to get it until after you go through customs
