I checked it out and discovered the great story telling of michael connelly so i started at the beginning with the black echo
I think thats improbable given the otherwise high quality of the novel

Fans and even casual viewers of the 1930s1940s films noir will recognize that name as being that of the california state womens prison of that time

I say of that time because according to wikipedia tehachapi was shut down as a womens prison in 1952 after an earthquake that caused structural weaknesses it was renovated and reopened as a mens prison in 1954

As of 1992 the novels copyright date the california womens prison was and still is at coronado

By that time also according to wikipedia the author had been a crime reporter for the los angeles times for several years and i assume in the course of that work he would have learned the correct location of the california state womens prison as being coronado

Secondly tehachapi was a state not federal womens prison per wikipedia the only federal prisons in california housing women are the federal correctional institutions at dublin and victorville
