In the end i am reasonably sure that the airline does not actually understand how to measure as the bag was actually quite a bit longer than the under seat space but we were in business class so they did not seem to mind

If you remove the rods it is more flexible than most cat carriers if you do not remove the rods it basically can only squish down a couple of inches on the top and is longer than most cat carriers so that might not work on a lot of airlines
