I would say the best would be a compromise onoff switch on the back and mode switch on the side

Modesclick the mode button one time you enter on mode the light will stay on at all times during the night approx 10 hoursclick for the second time dim mode the light will stay dim at all times and turn bright when motion is detectedclick for the third time motion mode the light stays off at all times unless motion is detected in which case it will turn on brightevery time you switch the mode the light will indicate which mode you entered by blinking at the first mode it will blink twice second mode 3 times motion mode 4 times

It lights up brightly when it detects motion for several seconds and goes back to dim mode to save the battery
