If you try to control pressure at the shutoff it can actually impact tankrefill performance so this allows full pressure to the tank while preventing that pressure washer feeling on the booty

As a matteroffact the source of the leak was the fill valve connection to the toilet connector hose where the hose had been jammed into the full valve assembly
