Gives off a soft blue led light indicating wifi signal and another soft blue led light to indicate if switch is on or off

However the wifi icon was not illuminated not even flashing to await an app pairing

Long story short push and hold the light bulb icon for at least 5 seconds and the the wifi icon will begin to blink awaiting an app pairing
