If you have a second carry on it must be stowed above. Also like the band for attaching to rolling luggage handle / seatbelt. As an extra bonus there is a * the side that can slide over a suitcase handle or you can use it for a car safety belt.

The carrier didnt actually fit under the seats of two of my three flights even though the airline approved its use

I would caution about clawing as he did manage to claw out one of the structural tubes on the side but even so it didnt really affect the rest of the carrier
