I tried to do the shower curtain rings on a hanger and it worked for a temporary fix but it was a hassle and the hanger would rock and was constantly angled depending on how the weight was distributed that given day

Alone the organizer doesn’t touch the floor but if i hang a scarf from the lowest part it would only be off the ground by a few inches depending on how high your clothing rod is so if i have anything under it at all it would be constantly rubbed and brushed on the item which could result in wearing of the scarves ends
