They very quickly fixed a mistake in the order

The only problem was the axle for the cart was 18mm in diameter and the wheel bushings made for receiving the axle were 15mm

The pin which is supposed to hold the handle in place inserts in a hole which does not align with the latch which has two holes neither of which are usable
