I then installed this robertson ballast in another fixture and again verified it would not work with any of the used bulbs

Im not sure why this ballast doesnt like used bulbs but you might save yourself a lot of aggravation if you install new bulbs when you install the new electronic ballast

Just verify the power is off with either a volt meter or hot stick before replacing
