Tsa literally says this frozen liquid items are allowed through the checkpoint as long as they are frozen solid when presented for screening

I packed the sandwiches in giant ziplock bags and just took them out so the ice packs would be fully visible during screening

If you go through and yours are frozen solid but the tsa agents dont let them through you should show them their own website with the exact guidelines i put above if you google tsa ice packs
