It needs to be partially installed before the pan is set in place unless you can access it from the bottom

The paper and rubber gasket goes on the bottom exactly like a sink drain and the rubber gasket that compresses against the drain pipe is formed to be installed in one direction from the top you can see which direction from the shape of the rubber gasket and inner screw down flange face
