The material for the tube cover is substantial and seems durable, and the zippers appear to be sturdy. They are clearly part of the valve assembly, and what makes sense is the gasket gets sandwiched between the bladder and the float tube cover.

There is a twopart rod holder included but the instructions omit how to assemble
