I saw it is 5v2a power supply so i plugged in to my wall plugs usb and doesnt work

The manufacturer should know thisonce you get the spinning fan and not booting i suggest you return it

If no longer under warranty here’s how i fixed mine

It will void the warranty so if possible just return itfirst the likely cause is not enough power

The fan noise is because of a eprom error caused by not enough power

To fix the fan and make it boot it needs the cmos battery to be removed and put back in to reset bios
