Yes you can keep them on and place them in the sleeve but then you cant enjoy the backside of the steelbook when you take a movie out to look

I found a solution put the steelbook in the sleeve take the paper backing out and doublestick tape it to the back of the sleeve put the tape near the top so anyone can flip it up to see the steelbook back underneath
