All you have to do is attach the handlebar and just tighten the already built in screws
It comes with keys to attach the handle to the base so needless to buy extra keys

The handle bar is quite low just 100cm but this is how stunt scooters are designed

The bolts do need to be loosened to slip the handle bar into the base

For an adult scooter it is low in height at an approximate non adjustable height of 100cm which is quite normal for stunts
