You have to go into device manager and turn off power saving on the rift head tracker or windows 10 will shut off power to the usb port

On 990 motherboards disable legacy option in the bios for usb it will also shut power off to the usb port to save power

Oh i also read that the rift is very close to the usb port power draw limit if it pulls too much power the computer will crash
