It can be applied over moisturizer and under makeup. The secret for women that wear makeup is apply all of your makeup before applying. No blending into makeup needed. I'm actually half peruvian and it looks fine on me.
Cons
It peels off your skin and has a very sticky residue. It dries with a shine that isnt flattering and it peels like glue when you rub it pn your hands. It leaves a white residue under your eyes as the day progresses.
