Even if an object can shine at 1000000 lumens if it’s covered by clouds or is inefficient only a very small of the light will reach an object thus making the object not very bright at all

For example if you have a super bright light source rated at 10000 lumens but it shines like a ball in all directions against the surrounding objects it wont be as bright as something that is rated at 1000 lumens but shines in only one direction such as a narrowly focused flashlight simply because all the light photons are pointed toward a common direction
