Once the pole segments are together they do not easily turn within one another

After reading some of the other reviews this is a lifetime product so if it does not fit another manufacturers pole then dont be surprised

As far as missing parts mine too was missing one of the two caps that the instructions stated were included

Be forewarned though there are enough comments about missing parts that you should get this in hand a week before you plan to install it in case something is missing

If the sleeve is flush with the concrete and you dont seal it it will fill up with water and slowly rust out the bottom pole which i suspect would make removal years later almost impossible
