I tested two different phones on all four ports, and then verified that the rate remained the same when i added a device on each port.

It is a smart charger too, doesn't overcharge devices as well.

So i concluded that it was the multi charger sadly and began the hunt for a new one.

Thankfully, this multi charger did not seem to mind the ipad and phone at the same time and produced a high amperage across both.
