The characters are entrancing, the plot is superb, and the language is beautiful. Up to that point there is much set-up but not alot of action. Full of imaginative little anecdotes and fables.

Cons

The book rambles on and on, chapter after chapter, pointless footnote after pointless footnote, detailed description after detailed description and yet the story goes nowhere.

Similarly if your attention span is only a couple of seconds long then maybe harry potter is more suitable to your taste in jonathan strange mr norrell not every chapter ends in a cliffhanger

The imagination of the author appears boundless as she makes reference to a multitude of madeup historical facts and anecdotes on how magic was used by the magicians of the past and how it is now used by these two new magicians
