Hard four voip phone connected with max power requirement of 15w

The documentation states the ports are good for max of 30 watts each 60 watts total for switch so total power required by the voip phones is with specification of the switch i purcha

When i sent 12v to the device it lit up but did not send poe on any port with a connected device requiring power
