At first i though it was just like extra thick black electrical tape and was rather surprised when it didnt seem to be sticky at all

Well thats because you need to peel apart the plastic covering on one side of the tape

This is selfamalgamating aka selfvulcanizing tape

To use it you have to peel off the backing plastic then stretch the tape around what youre trying to seal
