I found pushing the old bushing out and pushing the new bushing in to be rather easy

I did use a very long handled wrench

I can only imagine that they used the tool on the wrong size bushing or they used the tool incorrectly

There is a bearing to reduce friction while turning the nut that pushes the bushing out or the new one back into place
