It is adjustable; so, it is a great fit for both boys. My 9 year old niece is very slender and i was having a hard time finding a belt for her. The size is adjustable enough that my 2 year old son can also wear it.
The buckle is a breeze for him. He has a very small waist but the adjustment features make it a perfect fit for right now and as he grows. It is adjustable and easy to adjust.
Cons

All pants that have the required length are too big in the waist regardless of elastic bands or waist adjustment buttons
