The other tool i have that does read this early toyota vehicle has an external power supply that you connect to the vehicle to power it up that feeds the connector. My scan tool is a blue tooth enabled by obdlink.
Cons
This fits my obd2 scanner, but when connected to my toyota previa gave no connection or signal. It plugs in fine but doesn't work at all.

The issue is the scanner needs power from the vehicle to work and when you plug it into this and the truck it isnt getting its power
