I think it needs to be exposed to sunlight to absorb the uv rays to “charge” it up

In daylight there is a slight yellow tinge to the paint depending on what colour it is painted on white in the first picture and quite a bright green luminescence in darkness

It’s hard to believe that something emitting this much light is not connected to an electrical outlet
