There isn’t as much padding and the total internal volume is somehow less. The actual size is closer to 9 with outside dimensions of 9 1/2. Good luck fitting a 10 photo inside.

These little padded envelopes are perfect for mailing flash drives to the attorney generals office
Thankfully there is a bubble wrap in between but not the classiest packaging option
I did though put packing tape over seal for some extra security
