This solved both problems and was even easier to install than the previous one due to the bolt going down with a handtightened wing nut versus bolt going up into the arm with a regular nut which meant getting a ratchet up insidebehind the lower drawers for the install

Overall im happy just with an extra in the desk to fill not sure how specs determined but didnt seem to extend horizontally as much as i thought it would making positioning my monitors side by size in a useful way tricky

I tightened the tensioning bolt on each arm with the included and conveniently stored at the base of the mounts allen wrench but the pads that are within the joint where the monitors tilt and i realize why there are there to allow you to adjust the tilt without having to use tools each time have just barely not enough friction to hold the monitors in place
