There is no built in software app per se on the surface as it says in the push 2 tv manual but you swipe in to get the charms bar and then select devices then project then add a wireless display

If that option isnt available then you go to the bottom of the charms bar and there is a link for more options then you should find the link for wireless display

You may have to set your tv so that overscan is off otherwise some picture is cut off
