This is the step my daughter was skipping.

Cons

Top coat takes too long to dry, 10+ mins, and doesn't always dry smooth and shiny. Sometimes it dries dull and grainy. Upon opening the base the brush was frayed.

This is the 2 pack i have ordered and the second one that has had bottles broken in each package. Instructions written in terribly broken and misspelled english. Strong, toxic odor.
