Trying to turn it counter clockwise will attempt to thread the rod free from the canister and the sifting bars wont spin

To me that looks to be an intentional design that will cause the rod to bind up and stop turning so that the rod doesnt easily come free from the outer nut and dismantle the sifting apparatus causing it to fall apart

So you have to shake to get it to the bottom to continue sifting
