The brackets are attached by a standard plastic ring like a sales tag and maybe while it was being handled that broke off with my needed pieces

One star off because the rail clamps are a little sloppy and a bit bent so the frame wont seat flush on the railing

The picture shows 2 hanging to the inside of the railing and the third one in the middle is hanging to the outside of the rail
