While the noise on the power supply measured from to was low there was about 200 mv peaktopeak common mode noise that is noise that appears identically on both the and terminals

This wont affect many applications but can cause noise in analog circuits and weird ghost problems in digital circuits

I think that is what was affecting my oscilloscope a different brand of 9v 1a power supply from amazon did not have this much common mode noise and the oscilloscope worked fine with it

Charger was referred by amazon as a replacement for a product and when it arrived it did not fit my product would be better to just buy a universal adapter
