The intent is that you screw the seat up or down to the desired height center it facing forward over the footpeg then tighten the locknut
If you leave the locknut loose the seat will swivel but it will also rock slightly from side to side

So the stool is mostly cast iron but not entirely

However i want to point out a couple of things that were not quite as i expected1 in the picture they appear to be a dark gray black color

In reality these stools are not really designed to swivel note that the word swivel is no where in the description

Im not optimistic that they will stay adhered though the bottom of each foot is not really flat
