    If you only have two bolts holding in your licence plate its going to lift in some fashion and when it does you open the possibility of contaminants getting between the plate and your paint

    If you mount the pad to the plate you can still scratch the paint behind it because the pad isnt secured to the car but the other way around will resolve any scratches entirely
