If you play your meeples wisely it will be unusual you have a tile that is of no use to you

You build an item which gives you point if unfinished at the end of the game or you get points for sometimes more as a result of finishing something you are building at which point you get your meeple back to place on a new tile thereby giving you the chance to make more points before the game ends
