Pros
It fit snugly around the vent pipe and went easily into place. It's almost like this was meant to be secured to the base with this screw. Product is exactly what i asked for tho.
Cons
Does not come with screws or butyl tape. There is no way to install the base and insert foam/sealant and then apply the top hat. Grabbed one similar durable and great value.

It is a stationary vent but it works and the holes lined up with the originals that i replaced
It was not quality that i expected but i used them any way wouldnt order again
With the standoffs farthest away from the indentation cut you can then lift up on the cap and it will separate from the base
Price
These vent covers take a uv beating so being able to easily replace them at this price was perfect

Two of the four standoffs are permanently molded to the cap while two of them are built with dual plastic inserts think tongue in groove if you will

The two standoffs farthest away from the indentation are permanent so if you want to separate the cap from the base you will need a small cutoff wheel like a dremel to cut those two standoffs
