Rather than order the wheel guards not very expensive but kind of annoying to have to buy when you just bought the trailer or the expensive structured lower shopping bag that burley offers which i’m sure is great my wife and i solved this issue by buying a cheap plastic container from ikea the sockerbit for 3

I ride at night and the bike flash is more blocked than other lower two wheeled carts

A foam insert on the sides to give the bag some shape and prevent wheel drag seems relatively simple cheap and obvious
