An inner belt has to have a hook part to the velcro or a soft part how can blackhawk sell this belt with only partial hook

I would have given it a higher star rating at the beginning as my husband loved this belt but after only 3 months the velcro is no longer sticking

The inner duty belt didn’t work very well with my duty belt but that’s partially my fault
