If it does not rotate it will not deter the birds

I have 3 of them on my boat but they are supposed to turn in the wind do as to deter birds from landing on the boat

This product does not work

The spider does not rotate which is very frustrating while watching birds just sitting on the boat even though the spider spread is 8 feet
