Im not sure of the difference between vga and qvga but those are the only options given you on this camera

This might suffice as a first action camera for someone just getting into using one but the price will probably scare them away

As for the building material i believe the front ring around 12 inch deep around the lens is some kind of metal but the rest of the camera is plastic
