That will insure that the tube is completely inside the tire and that the tube doesnt have the opportunity to work its way partially underneath the tire bead prior to final inflation

The bead on tires of that era has problems with the seating the inner tube

The inner tube around the filler valve is thicker so the tire sits on top of it if you arent careful

Inflate the tire with any part of the bead resting on the tube the tube will shove the tire off and explode
