This is a good isolation transformer. It is not laboratory grade and does have the incoming ground connected to the outgoing ground.
Cons
B&k precision has a serious problem with this devise. The specifications are (in) 120v (out) 117-124. The specification for this devise is 120v.

You cant put a three prong plug on the front of a device and not have the ground at earth ground potential

The other two hot and neutral are isolated

If you dont want to ground your equipment dont use the third terminal
