From trial and error i discovered that if you keep your laptop plugged into the electrical outlet the software doesnt turn the device on but as soon as you unplug the power supply from the wall and use the battery the software recognized the usb device and worked well

My plan all along was to be able to use my bluetooth headset to watch regular tv so i dont wake up family at night
