Pros & Cons
Pros
The x540-t2 dual 10gbe nic is very silent on the lowest speed. It works well for a pci slot based blower. Noise level is not an issue as this was installed on an old server in a rack.
Fan cools the card a whole 10 celsius at max load from 96 down to 86 and idle is down from 46 to 43. Brought the temp in the case down considerably and stopped the overheating of my video card.
The quality and performance is exceptional. As advertised. Antec delivers a good product.
Cons
Fan generates very annoying, loud buzzing noise at around 1800mhz. A kid blowing out birthday cake candles makes more wind than this item does. Even at highest speed, no noticeable reduction in temps.

You know that sometimes you buy a case fan for your pc and its supposed to spin at 3000 rpm but when you install it you cant actually notice if its pushing or pulling depending on how you installed it enough air as youd like

Which makes you wonder if its actually moving away heat or not as efficient as one needs

I realized i did not have the proper air flow going inside the case to avoid overheating the video card yet that the amd performance tool was reading the cards temperature to rise up to 186°f when playing video games
